ASOFER backs new distributed generation rules in the Dominican Republic

The renewable energy association met with the electricity regulator to support the newly enacted framework and shift focus toward technical training and transparent implementation.

The Dominican Association for the Promotion of Renewable Energy (ASOFER) has formally endorsed the new Distributed Generation Regulation published by the national electricity regulator, marking a significant step forward for renewable energy and distributed generation in the Caribbean nation.

During a meeting with Andrés Astacio, Superintendent of Electricity, members of the regulatory board and technical staff, ASOFER expressed its support for the updated regulatory framework, which aims to strengthen legal certainty and promote the expansion of decentralised energy systems, including solar PV installations.

ASOFER emphasised that the regulation is the outcome of years of coordinated work between the Superintendence of Electricity (SIE), the association and other stakeholders in the power sector. The process was built on sustained dialogue and technical collaboration to modernise the country’s electricity regulatory framework and facilitate greater investment in renewables.

Alfonso Rodríguez, President of ASOFER, attended the meeting alongside other senior representatives of the association. He underlined that the approval of the regulation marks the beginning of the implementation phase, which will focus on capacity building and regulatory oversight.

“This regulation establishes a clear and secure framework for distributed generation. However, the real work starts now: training technicians, supporting market participants and ensuring uniform and transparent compliance across the electricity sector,” Rodríguez stated.

According to ASOFER, the next stage will prioritise:

  • Technical training programmes for installers and sector professionals

  • Effective supervision of compliance by all electricity market participants

  • Harmonised criteria for grid integration of distributed energy resources

  • Transparent procedures to ensure regulatory certainty

The association reiterated its willingness to continue working closely with the Superintendence of Electricity to guarantee proper enforcement of the new rules and to define best practices and technical standards for the sector.

The updated regulation is expected to accelerate the deployment of distributed generation systems—particularly rooftop solar PV—while enhancing grid stability, energy efficiency and long-term energy security in the Dominican Republic.

ASOFER concluded by reaffirming its commitment to supporting the structured and sustainable growth of distributed generation, contributing to national competitiveness, sustainability targets and a more resilient electricity system aligned with global renewable energy trends.
