AELĒC requests participation in investigation commission on Monday’s blackout

The President of AELĒC (Asociación de Empresas de Energía Eléctrica), Marina Serrano, has issued a formal statement regarding the investigation initiated by MITECO (Ministry for the Ecological Transition and the Demographic Challenge) into the widespread power outage that occurred on Monday.

AELĒC, as the leading association representing Spain’s principal electricity companies, will formally request to be included as a stakeholder in the Commission established to investigate the root causes of the blackout.

Marina Serrano emphasised the association’s full commitment to transparency and collaboration in the investigative process: “We reaffirm our willingness to cooperate fully with MITECO, providing all requested and available data, as we have always done and will continue to do when required.”

Transparency Must Be Reciprocal Across All System Agents

The association underlines that transparency and collaboration must not rest solely with the companies represented by AELĒC. Serrano stated that:

“Such transparency must equally apply to all sector agents—particularly those whose primary role is to guarantee the uninterrupted operation of the electricity system, such as the System Operator, Red Eléctrica de España (REE).”

Avoiding Conflicts of Interest in the Investigation

Given that REE is a participant in the investigation committee, AELĒC stresses the need to ensure impartiality:

“To avoid any conflicts of interest and ensure an effective investigation, AELĒC and its member companies must be included in the Commission’s work.”

Demand for Access to System-Wide Information

Electricity companies, as Serrano explains, cannot perform a complete diagnosis without access to system-wide data held exclusively by REE:

“It is essential that generators and distributors have full and transparent access to the information on the incident held by REE, just as REE has been receiving all relevant data diligently submitted by the rest of the system agents.”

Inclusion of Generators and Distributors in the Commission

To ensure accurate accountability and meaningful representation, AELĒC proposes:

“The Commission must include agents who received real-time dispatch orders from the System Operator on the day of the blackout—specifically, generation and distribution stakeholders.”
