The Romanian Ministry of Energy launches the second call for self-consumption projects with a budget of 300 million euros

The initiative seeks to flexibilize requirements, expand eligible sectors such as agriculture and agri-food, and facilitate access to grants of up to 20 million euros per project. The public consultation process will be open for 10 days.

The Ministry of Energy launched a new support program for the Romanian industry: the second call for projects for the generation of electricity for self-consumption, with a budget of 300 million euros, intended for companies that want to produce their own clean energy.

The Ministry of Energy announces the launch for public consultation of the Applicant Guide for the call for projects to support investments in new renewable electricity generation capacities for self-consumption, financed by the Modernization Fund – Key Program 1: Renewable Energy Sources and Energy Storage.

The call is addressed to applicants from the private sector, and the proposed changes aim to make the eligibility conditions more flexible and align them with the new regulations introduced by GEO no. 5/2025 regarding certain measures in the social field and amending and supplementing certain normative acts.

Sebastian Burduja, Minister of Energy, said: “Through this new call, we offer even more targeted support to companies that want to invest in Romania’s energy independence. We are simplifying access to financing and eliminating unnecessary administrative barriers. We want every kilowatt produced from renewable sources and consumed locally to translate into increased efficiency, competitiveness, and sustainability for the Romanian economy”.

“Moreover, we are expanding access to important sectors for the national economy, such as agriculture and agri-food, and are boosting their transition to competitive and clean energy solutions. Romania has enormous potential in the field of renewable energy, and this call represents a decisive step towards its exploitation,” he added.

The changes aim to:

Acceptance of all types of mortgage loans in the evaluation phase, provided that, within 60 working days of signing the financing contract, the property is free of encumbrances or the mortgage loan is for the execution of the project; Elimination of the requirement to provide proof of withdrawal from agricultural use and a building permit within one year of signing the contract – these will only be required in the case of a pre-financing/reimbursement request;

The environmental regulatory act is no longer required at the time of contracting, but only before the first payment request (pre-financing or reimbursement);

The eligibility period is extended for applicants carrying out secondary activities within NACE 01, 10 and 11 (agriculture, food and beverage industry) that are not eligible under other schemes, in accordance with the conditions specified in the aid scheme.

The call for projects has an estimated total budget of EUR 300 million, equivalent in lei, from the Modernisation Fund. The maximum amount of state aid granted is EUR 20 million per project, with at least 70% of the energy produced being used for self-consumption.

Maximum amounts of support granted per installed MW:

Solar energy:
up to 5 MW: maximum €450,000/MW
over 5 MW: maximum €360,000/MW
Wind energy: maximum €700,000/MW
Hydroelectric energy: maximum €1,805,000/MW
