Romania awards over 2.7 GW in its second CfD renewable energy auction

The auction reflects the growth of large-scale projects and consolidates the CfD scheme as a key tool for accelerating Romania's energy transition with stable prices and secured financing.

Romania awarded a total of 2.75 GW in its second renewable energy contracts for difference (CfD) auction: 1,488 MW in solar projects and 1,260 MW in wind projects. The auction, part of a 15-year support scheme financed by the Modernization Fund, attracted strong participation and competitive prices, consolidating the country’s position as a regional leader in the energy transition.

After a record-breaking first half of the year—with more than 1 GW of new solar capacity connected to the grid—the country continues to make progress with solid participation and very competitive prices.

In the solar segment, 26 bids from eight companies were awarded, totaling 1,488 megawatts (MW). Offered prices ranged from €35.5 to €45.2 per megawatt-hour (EUR/MWh), with an average price of €40.46/MWh, reflecting healthy market competition. Furthermore, the winning projects showed significant growth in scale compared to the previous year: the largest project awarded in 2025 reached 260 MW, while the largest in the 2024 auction was only 70.2 MW. Many of the bids correspond to partial capacities of larger projects, reflecting a more strategic and phased development by operators.

Regarding wind energy, 23 projects were awarded, totaling 1,260 MW of the 2 GW offered in this round. The awarded prices ranged from 65.17 to 79.5 EUR/MWh, with an average of 73.8 EUR/MWh. The largest wind project awarded in this auction has a capacity of 211 MW, confirming the growing interest in large-scale projects in this segment as well.

The CfD scheme guarantees fixed prices to generators for 15 years. If the market price falls below the awarded strike price, the state compensates the difference; if it rises, the producer returns the surplus.
The program is supported by €3 billion from the EU Modernization Fund, with no impact on consumer tariffs.

With this second auction, Romania is making progress toward its goal of installing 4.2 GW of renewable capacity under the CfD scheme: 2 GW of solar and 2.2 GW of wind, reinforcing its commitment to a clean, secure, and sustainable energy mix.
