Romania is consolidating its portfolio of renewable electricity generation projects with a large amount of approved capacity. According to the most recent report from the National Energy Regulatory Authority (ANRE), 1,228 projects with a capacity of more than 1 MW have valid grid permits (ATR), totaling 60,817 MW nationwide.
This figure represents a 2.51% increase compared to March 2025, when the cumulative capacity stood at 59,325 MW. The number of projects also increased, from 1,210 to 1,228, representing a positive change of 1.49% in just one month.
Progress in stages: only 11% fully authorized and limited storage
Of the 1,228 projects with grid permits:
- 707 have already signed connection agreements, representing firm progress in the implementation processes.
- 401 of these projects have also obtained construction permits.
- 136 have the full set of authorizations, including the installation permit issued by ANRE.
In relative terms, only 11% of the projects with valid ATRs have completed the authorization process, highlighting the administrative and technical challenges that renewable development still faces in the country.
A particularly revealing fact is the limited presence of storage systems: only 35 projects among the 401 with construction permits include energy storage, with a combined capacity of 1,519 MW. This figure represents just 2.5% of the total approved.
Sustained Monthly Growth at Each Stage of the Process
The month-on-month comparison shows a sustained pace of growth, with encouraging signs of progress. Compared to March 2025, the following increases are observed:
- Projects with connection agreements: from 689 to 707 (+2.61%)
- Projects with construction permits: from 390 to 401 (+2.82%)
- Fully authorized projects: from 120 to 136 (+13.33%)
Furthermore, the total capacity associated with projects with construction permits grew by 9.27%, from 13,606 MW in March to 14,867 MW in April. For fully authorized projects, the expansion was even more significant, with an increase of 27.13%, totaling 5,591 MW.
Operational Outlook: What to Expect Next
Of the 35 storage projects, 11 are expected to be operational by 2025, adding 305 MW to the national grid. ANRE, in turn, reports that 350 projects (14,144 MW) are already projected to come online between 2025 and 2034, with peak deployments in the next three years.
In terms of grid operators, the data shows that Transelectrica leads the integration, with over 9,000 MW in planned projects, followed by Distribuție Energie Electrică România (DEER) with 1,845 MW, and Rețele Electrice România (RER) with 1,705 MW.
In short, the Romanian electricity system is showing robust and progressive expansion, although it faces pending challenges in terms of final permitting and storage adoption. The positive monthly performance across each of the key milestones suggests that Romania could consolidate its position as a strategic player in Eastern Europe’s renewable energy mix in the coming years.
