Poland is moving forward with its energy transition strategy by officially announcing the 2025 renewable energy auction calendar. The initiative, unveiled by the Energy Regulatory Office (URE) in coordination with the Ministry of Climate and Environment, foresees the sale of 75.9 terawatt-hours (TWh) of green electricity across seven sessions scheduled between 1 and 9 July.
The maximum authorised value of this round exceeds PLN 31 billion, reflecting the state’s commitment to building a cleaner and more resilient electricity market.

Technology-specific auctions
The July schedule features a segmented structure based on technology and installed capacity. The first sessions, on 1 and 2 July, will be dedicated to installations using landfill biogas, wastewater treatment biogas, other forms of biogas, hybrid systems, thermal waste treatment, and high-efficiency cogeneration and multi-fuel combustion.
3 July will focus exclusively on agricultural biogas in plants with a capacity above 1 megawatt (MW). 4 and 7 July will cover hydropower, bio-liquids, and geothermal sources, categorised by capacity (≤1 MW and >1 MW).
The final sessions, on 8 and 9 July, will be the most anticipated: solar PV and onshore wind, technologies that account for the bulk of investment and installed capacity in the country’s energy roadmap.
Certification, admission and technical regulations
Participation in the auctions requires an admission certificate issued by the Energy Regulatory Office, which may be requested throughout the year via the Internet Auction Platform (IPA).
Applications must comply with Article 75 of the Renewable Energy Sources Act, which mandates the submission of technical details, legal documentation, grid connection contracts, and building permits. The authority has 30 days to accept or reject a complete application.
Applicants may reuse previously submitted documents if no changes have occurred in the technical or legal status of the installation. If there are updates or the previous certificate has expired, they must use the “Resubmit application” feature, providing a detailed description of the changes and relevant supporting documents.
New installations only under updated eligibility rules
The 2025 auctions are limited to new installations only, as defined by the Council of Ministers Regulation dated 27 September 2022, which sets annual maximum volumes and values for the 2022–2027 period.
Applicants must also comply with the 2023 Auction Regulation, issued by the Ministry of Climate, which defines electronic signature protocols, digital security measures, and administrative procedures. All forms are available on the official Energy Regulatory Office website, which also provides frequent updates and guidelines.
Poland targets 32 GW of renewables to ensure grid stability
Beyond volume, this auction round is strategically significant. The Polish Government has identified a target of 32 GW of installed renewable capacity as key to ensuring grid stability in the years ahead.
The increasing electrification of transport and industry, coupled with the phase-out of coal, is a driver for rapid clean energy expansion. Poland’s grid still relies heavily on coal (over 60% in 2023), posing risks during demand peaks and fuel supply volatility.
The 32 GW milestone is seen as a “tipping point” for operational sustainability, bringing flexibility, competitive pricing, and insulation from global fossil fuel price swings.
In this context, the July auctions are not only a contract allocation mechanism but also a confidence-building tool for the sector. By guaranteeing price floors and long-term contracts, the auction system sends clear signals to developers, fosters foreign investment, and supports national planning.
Poland is thus positioning itself as one of the most active emerging markets in Central Europe for renewable energy auctions, with a solid regulatory framework and a roadmap that aims at clean, competitive, and technically sound power generation.
