The Final Resolution for the granting of aid aimed at innovative energy storage projects under the PERTE framework has been published. This initiative is financed by NextGenerationEU funds, with a total budget of €180 million (€150 million for electric storage and €30 million for thermal storage).
The total funds ultimately awarded amounted to €163,646,631.9—€5,082,878 more than in the provisional resolution—supporting the development of a total of 805.55 MW of storage capacity.
Of the initiatives, 24 correspond to thermal systems, adding up to 115.35 MW, while 35 involve stand-alone systems, contributing an additional 690.2 MW of capacity.
According to the ranking of aid beneficiaries from the final list compiled by Energía Estratégica España, the companies receiving the highest funding are:
- A GREEN MESSAGE leads the ranking with a single project representing an installed capacity of 97 MW. This project stands out for its scale and storage capacity, with eligible costs of €96,344,256 and a granted aid of €32,371,670.
- IBERDROLA ranks as the top player in terms of the number of projects, with 9 initiatives totaling 55 MW of installed capacity. Despite its broad participation, the eligible costs of €72,749,060.93 and aid of €25,749,486.58 highlight a diversified focus on smaller-scale storage projects.
- BENBROS, with 8 projects and a total capacity of 149.19 MW, leads in terms of installed capacity. This portfolio has eligible costs of €172,710,095.78 and receives €21,557,801.25 in aid. The scale of its projects reflects a significant contribution to stand-alone storage and operational flexibility for the grid.
Appeals Process
Out of 150 evaluated applications, 86 appeals were partially accepted, 41 were dismissed, and only 23 were fully accepted, resulting in a final list of 48 initiatives.
The admitted or partially accepted appeals directly impacted the final scoring of projects in some cases.
On the other hand, the dismissed appeals generally stemmed from the submission of previously evaluated documentation or attempts to introduce improvements that did not meet the criteria outlined in the program guidelines.
Comparing the provisional and final lists, the following projects, which were initially evaluated, are no longer included in the final list:
- PR-INTALMAC-2023-000161: Project by ABEI ENERGY titled “Proyecto de implantación de un sistema de almacenamiento,” with a provisional score of 51.706 and proposed aid of €1,890,917.38.
- PR-INTALMAC-2023-000134: Project by FIELD IBERIA BESS titled “FIB001: Optimización Energética en Les Franqueses,” with a provisional score of 49.197 and proposed aid of €11,041,669.60.
- PR-INTALMAC-2023-000024: Project by IBERDROLA titled “Sistema de Almacenamiento de Energía con Baterías,” with a provisional score of 47.642 and proposed aid of €2,179,965.40.
Newly added projects in the final list include:
- PR-INTALMAC-2023-000196: “Figueres” project by FRV, with a final score of 52.797 and granted aid of €5,241,930.40.
- PR-INTALMAC-2023-000208: “BESS LAJARA” project by BENBROS, with a final score of 52.577 and aid of €3,100,000.
- PR-INTALMAC-2023-000195: “Palau” project by FRV, with a final score of 51.681 and granted aid of €2,377,363.58.
Some projects experienced changes in their scores or the amount of aid proposed:
- PR-INTALMAC-2023-000133: “FIB002: Optimización Energética en Tabiella” by FIELD IBERIA BESS:
- Score: Decreased from 57.923 in the provisional list to 57.231 in the final list.
- Aid: Remained unchanged at €11,538,564.85.
- PR-INTALMAC-2023-000207: “BESS MIERES” by BENBROS:
- Score: Decreased from 56.071 to 54.926.
- Aid: Remained unchanged at €1,645,942.60.
- PR-INTALMAC-2023-000212: “BESS SOLORZANO” by BENBROS:
- Score: Dropped from 55.924 to 54.642.
- Aid: Remained unchanged at €4,978,002.30.
Evaluation Criteria and Trends
Evaluation criteria related to enabling technical features for renewable energy integration (criterion 2) and project viability (criterion 3) were the most contested in appeals.
Projects that attempted to justify improvements in technical parameters, such as service maintenance time or storage capacity, frequently encountered rejection, as seen in sections 2.3 and 2.11.
To a lesser extent, externalities (criterion 4), including environmental and economic aspects, were also subject to appeals, with mixed results.
In terms of technology, lithium-ion battery storage systems were the most impacted by appeals due to their prominence in submitted projects and the stringent technical criteria applied.
Significant appeals were also made regarding emerging technologies such as thermal storage systems and hydraulic storage in hybrid plants, though fewer in number.
General Impact of Appeals
Appeals that were fully accepted improved project scores in key areas, primarily technical and environmental criteria, aligning with PERTE objectives.
However, rejected appeals highlight the importance of better-prepared initial applications, especially regarding technical documentation and evidence of regulatory compliance.
Applications were evaluated under rigorous technical criteria between September 20 and October 18, 2023, with an execution deadline set for April 30, 2026.
