A total of 2,400 MW of renewable projects have advanced through their environmental processing in Italy during the first quarter of 2025, within the framework of the National Integrated Energy and Climate Plan (PNIEC) and the National Recovery and Resilience Plan (PNRR). This is revealed by an analysis conducted by Strategic Energy Europe, based on public data from the Italian Ministry of Environment and Energy Security (MASE).
This data represents strong dynamism in the project processing process, many of which already have favorable technical opinions and are awaiting final resolution. In total, more than 40 initiatives advanced through the Environmental Impact Assessment (VIA) process between January and March.
Wind power predominance and agrivoltaic boom
Of the 2.4 GW in the pipeline, 58% correspond to wind projects, while agrivoltaics represents 35%, consolidating its position as one of the fastest-growing technologies during this period. The remainder of the capacity is distributed among purely photovoltaic initiatives.
Of the 40 projects, 20 are wind energy projects with a total capacity of 1,456 MW, while 18 are agrivoltaic projects totaling 884 MW, and only two are solely photovoltaic projects, totaling 62.7 MW.
Notable wind projects include the MAXIMA RW2 S.r.l. wind farm, with 108 MW in the Puglia region, currently in the technical evaluation phase. Acciona Energia Global Italia S.r.l. is also processing 108.8 MW in the “Genovese” project, and Evolve S.r.l. is developing a 158 MW farm in Toritto, one of the largest of its kind.
The agrivoltaic segment is gaining prominence with developments such as Cascina Chiaranta by ECONERGY SOLAR PARK 2 S.r.l. (126.35 MW), and the SIGMA SOLAR S.R.L. project, which integrates 115 MW of generation with a 30 MW storage system in Ascoli Satriano and Candela.
Hybrid projects with storage are growing
Another notable feature of the first quarter of 2025 is the increased presence of projects with storage. In total, six developments combine renewable generation with energy storage systems, accumulating more than 200 MW dedicated exclusively to this technology.
Four of the hybrid projects combine wind power with storage, while only two agrivoltaic parks integrate batteries.
BST S.r.l. is proposing a 36 MW wind farm in Grumo Appula with a 40 MW battery system, while FRED.OLSEN RENEWABLES ITALY S.R.L. is promoting the “Energia della Comunanza” project with 90 MW of wind power and associated 25 MW of storage. For its part, GRENERGY RINNOVABLE is processing a 50 MW agrivoltaic park with 49 MW of batteries, currently under administrative evaluation.
These hybrid configurations are beginning to consolidate as a trend in new Italian renewable generation, promoting the stability of the electricity system and compliance with the climate objectives of the NECP.
Leading companies and status of the procedures
The companies with the largest renewable capacity presented at this stage of the process are Evolve S.r.l. (158 MW), SIGMA SOLAR S.R.L. (145 MW including storage), ECONERGY SOLAR PARK 2 S.R.L. (126.35 MW), FRED.OLSEN RENEWABLES ITALY S.R.L. (115 MW), Acciona Energia Global Italia S.r.l. (108.8 MW), and MAXIMA RW2 S.r.l. (108 MW). Also noteworthy is GRENERGY RINNOVABILI 20 S.R.L., which is leading the way with hybrid projects in the advanced pipeline.
Regarding the status of the procedures, 45% of the projects have already completed their environmental assessment, while the rest are in the administrative verification phase or undergoing technical review by the competent committees.
Southern Italy accounts for the majority of the initiatives, particularly in Puglia, Calabria, and Sicily, territories that combine excellent solar and wind resources with greater land availability and local political support for renewables.
This progress in the environmental process demonstrates a concrete acceleration in meeting the PNIEC targets, which projects 70 GW of new renewable energy by 2030. The trend indicates growing technological diversification, the promotion of storage systems, and the consolidation of a handful of companies as key players in the Italian energy transition process.
