Iberdrola and Regenera are major winners of the New Business Models aid

The Provisional Resolution allocates 10.9 million euros to innovative projects in energy flexibility, distributed storage, and battery recycling. Notable initiatives include those from large consortia and startups driving decarbonization and the digitalization of the energy system in Spain.

The Institute for the Diversification and Saving of Energy (IDAE), within the framework of the Recovery, Transformation, and Resilience Plan (PRTR), has published the Provisional Resolution of the First Call for Aid for new business model projects in the energy transition.

This call, funded by the European Union through the NextGenerationEU funds, aims to promote innovative projects that favor the decarbonization of the energy sector and promote the integration of renewable energies.

A total budget of 156 million euros has been allocated, distributed among the different lines of aid: innovation in the energy transition, decarbonization of the energy sector, and startups for the energy transition.

In this provisional phase, the allocated budget for the selected projects amounts to 10,909,886.77 euros, distributed among leading companies in technological and energy innovation, as reviewed by Energía Estratégica España in the published document.

Projects and companies that will receive aid

The project evaluation process, carried out by the Technical Valuation Commission, took into account technical criteria such as economic feasibility, degree of innovation, scalability of the project, and its potential market impact.

Among the evaluated projects, some stood out not only for their ability to develop pioneering technologies but also for the involvement of large consortia and collaborative entities.

Below are some of the projects that have obtained the best results in the technical evaluation and will receive funding, subject to the final resolution:

FlexAbility: This project, led by Indra Soluciones Tecnologías de la Información S.L. in collaboration with companies such as ETECNIC Movilidad Eléctrica S.L., Ferrovial Construcción S.A., and OMI-Polo Español S.A. (OMIE), proposes an innovative regulatory approach for energy flexibility. Located in Alcalá de Henares (Madrid) and with an eligible cost of 2,646,648.36 euros, it has been granted aid of 1,333,361.76 euros, representing a support intensity of 50.38%. This project aims to improve the flexibility of the electrical system through the regulation and coordination of distributed resources, in line with Royal Decree 568/2022.

Flexibility Solutions in Distribution Networks (S2F):  Led by I-DE Redes Eléctricas Inteligentes S.L.U., this project brings together a consortium of companies and academic entities, such as OMI Polo Español S.A. and the Pontifical University of Comillas, to develop flexibility solutions for electrical distribution networks. Located in Ascó (Tarragona), the project will receive aid of 3,328,622.41 euros, with a total cost of 7,452,027.20 euros, and a support intensity of 44.67%.

Energy from El Prat: Sandbox Distributed Shared Storage: Promoted by Comunitat Energia del Prat S.L., this project aims to explore distributed energy storage solutions in the municipality of Prat de Llobregat (Barcelona). The project will receive a subsidy of 584,193.14 euros, representing a support intensity of 65.72% of a total cost of 888,921.90 euros. The initiative is framed within the concept of a “regulatory sandbox,” allowing new technologies and business models to be tested in controlled environments before large-scale deployment.

Brain2Power: The consortium led by the Canary Islands Oceanic Platform (PLOCAN), in collaboration with entities such as the Technological Institute of Galicia Foundation and Regenera Levante S.L., has developed an automated system for managing energy infrastructures using artificial intelligence (AI). The project, valued at 1,838,921.50 euros, will receive aid of 1,547,035.43 euros, representing a support intensity of 84.13%, one of the highest percentages granted in this call. This Virtual Power Plant technology has the potential to revolutionize energy planning and management in the island context.

Efficient Use of Second-Life Batteries: Based in Cornellà de Llobregat (Barcelona), the project promoted by Edag Engineering Spain S.L. addresses one of the main challenges of electric mobility: the recycling and reuse of electric vehicle batteries. This project will receive a subsidy of 212,546.13 euros, with a total cost of 531,365.33 euros, representing a support intensity of 40%. The initiative focuses on the efficient use of second-life batteries, enabling their incorporation into stationary applications for energy storage.

HELINOX: Qualifying Photovoltaics, based in Madrid, has developed an innovative digital platform for asset management in photovoltaic plants. This project, with a total cost of 1,564,800.00 euros, will receive aid of 938,880.00 euros, representing a support intensity of 60%.

Rejected Projects

Not all the projects submitted have been selected to receive funding. It is worth noting that none of the projects were rejected for exceeding the maximum amount of the budget allocated to this call.

However, 23 initiatives were not admitted due to non-compliance with the call’s requirements or failing to meet the minimum scores in the evaluation criteria.

Among them, initiatives from companies such as Repsol, S.A., EDP Clientes S.A., and Agrícola Falset-Marçà SCCL stand out.

In most cases, the reasons for rejection were due to failure to meet technical requirements or necessary documentation, such as accreditation of registration in the business registry or non-compliance with the parameters of the regulatory test bank.

Next Steps

The publication of this Provisional Resolution marks an important step towards the execution of projects at the forefront of energy innovation.

The selected companies and consortia represent a mix of large technology companies, startups, and public research organizations, whose work will be essential to accelerating the energy transition in Spain.

In the next ten days, provisional beneficiaries will be able to submit objections, after which the Final Resolution with the final allocation of funds will be published.

Innovation, public-private collaboration, and the integration of new technologies, such as artificial intelligence and distributed storage, will be key elements in achieving the decarbonization goals set out in the National Integrated Energy and Climate Plan (PNIEC) and contributing to meeting the European Union’s climate commitments.
