Highlands and Islands to anchor £40 billion offshore wind opportunity in Scotland

According to a new report commissioned by Highlands and Islands Enterprise, Scotland’s offshore wind sector holds an investment potential of over £40 billion, with the region positioned to become the country’s main development hub and a key job creator through to 2040.

The Highlands and Islands are set to become the cornerstone of Scotland’s offshore wind revolution. A recent report commissioned by Highlands and Islands Enterprise (HIE) reveals that the sector could attract 40.58 billion pounds in investment, accounting for 40% of all transformational projects identified in the region between 2025 and 2040.

This wave of offshore wind development places the region at the forefront of the UK’s clean energy transition. As detailed in the report, offshore wind not only dominates in capital investment but also in long-term job creation, generating 17,830 full-time equivalent (FTE) jobs during the construction phase and 1,870 permanent operational roles.

This is a defining moment to position the Highlands and Islands as the engine of Scotland’s offshore wind ambitions,” highlights the HIE study, which outlines 251 strategic projects under the Regional Transformational Opportunities (RTOs) framework.

Scotland Leads Europe’s Offshore Wind Expansion

Beyond the Highlands and Islands, Scotland as a whole is driving the European offshore wind revolution. According to an analysis by Strategic Energy Europe, the country currently has 37 offshore wind projects in development, with a combined capacity of 42.7 GW, reinforcing its leadership in renewable energy.

The main development areas include the North Sea, Moray Firth, and Aberdeen, as well as initiatives in Orkney, Peterhead, and the Shetland Islands. This geographic diversification not only maximises wind resource utilisation but also enhances the resilience of Scotland’s energy system.

Key industry players such as SSE Renewables, Ocean Winds, Nadara, and BlueFloat Energy are at the forefront of these initiatives. SSE Renewables alone leads with 8.7 GW of projects under development, followed by major contributions from Fred. Olsen Seawind, Vattenfall, and TotalEnergies.

However, despite this impressive momentum, the expansion faces critical challenges. The Scottish grid infrastructure is not yet prepared to manage the substantial power output expected from these developments. Without significant investment in transmission capacity and storage technologies, the financial viability of many projects remains uncertain.

Infrastructure and Grid Limitations: A Defining Bottleneck

The full potential of the offshore wind portfolio depends on removing infrastructure barriers. Without urgent upgrades to the electricity transmission network—specifically those outlined in SSEN’s Pathway to 2030—many offshore projects will stall.

Without grid upgrades, the Highlands and Islands cannot unlock the full economic and environmental potential of offshore wind,” warns the report. The analysis shows that, under a ‘no-policy-change’ scenario, overall investment across all sectors could plummet to 13.89 billion pounds, drastically shrinking job creation.

Three Scenarios, One Imperative

The report models three future scenarios:

  • Scenario 1 (Status Quo): Only 19% of potential investments would proceed, undermining offshore wind development and slashing job numbers.

  • Scenario 2 (Accelerated Policy Response): A short-term (18–24 months) government-led policy “switch-on” could activate 50.75 billion pounds in investments, with offshore wind leading the surge.

  • Scenario 3 (Delayed Policy Action): Even with reforms, delays could limit offshore wind’s rollout and reduce economic returns.

Each scenario confirms that policy certainty, infrastructure coordination, and workforce planning are essential to attract developers and secure final investment decisions.

A National Asset Rooted in the Region

By anchoring offshore wind development in the Highlands and Islands, Scotland is not only progressing towards net zero targets but also building a new economic model. The region’s vast marine resources, skilled labour potential, and strategic port infrastructure create the ideal conditions to lead the sector nationally and internationally.
