The consortium behind the Saare 1 Offshore Wind Project – Oxan Energy, Ocean Connect Energy, and SNOW – welcomes the Estonian Consumer Protection and Technical Regulatory Authority’s (CPTRA) decision to initiate superficies licence proceedings and launch the environmental impact assessment (EIA) process for the Saare 1 sea area.
On 23 January 2025, CPTRA confirmed Oxan Energy, acting as the consortium’s representative bidder, as the winner of the auction for the Saare 1 area, an 88 km² marine zone located approximately 60 km west of Saaremaa Island, Estonia’s largest island.
Key Milestones & Next Steps

Superficies Licence & EIA Initiation: In accordance with auction terms, CPTRA will begin the official licence proceedings and EIA process within 90 days of the auction results.

Project Scope: The preliminary design targets an installed capacity of around 900 MW. Final technical parameters, including the number and configuration of turbines, will be refined based on ongoing studies and environmental reviews.

Technology Mix: The project anticipates utilising a combination of floating and fixed-bottom foundations, enabling deployment in variable seabed conditions with depths of up to 85 meters.

Timeline: The draft EIA is expected within 18 months of licence initiation, with the final EIA report to follow within 24 months, in line with regulatory guidelines.
