The Ministry for Ecological Transition and the Demographic Challenge (MITECO) has begun the environmental assessment of three offshore wind farm projects located in Spain, with a combined installed capacity of 1,758 megawatts (MW). These projects, promoted by QAIR Renewables Ibérica SLU and the Institut de Recerca en Energia de Catalunya Foundation (IREC), are planned for the provinces of Lugo and Girona, reinforcing the country’s commitment to clean energy.

Breixo Offshore Wind Farm (Lugo)

With a projected capacity of 648 MW, the Breixo Offshore Wind Farm is located in the province of Lugo, Galicia. The promoter, QAIR Renewables Ibérica SLU, submitted the environmental assessment request on October 21, 2024, and the project is currently in its initial processing phase. This park aims to harness the wind potential of the Galician coast to contribute to energy transition goals.

Norfeu Offshore Wind Farm (Girona)

In Catalonia, QAIR Renewables Ibérica SLU also leads the development of the Norfeu Offshore Wind Farm, with a planned capacity of 1,080 MW. This project, submitted on October 23, 2024, has been assigned to a consultant for environmental evaluation. The infrastructure is positioned as one of the most ambitious initiatives in the Spanish offshore wind sector.

Marine Energy Research Platform of Catalonia – PLEMCAT (Girona)

Driven by the IREC Foundation, the PLEMCAT project aims to install a capacity of 30 MW off the coast of the Bay of Roses. This park will serve as a research platform for marine energy technologies. The environmental assessment request was submitted on November 8, 2024, and is currently under review.

Offshore Wind Energy in Spain

To date, Spain does not have operational offshore wind farms. However, the country has set a goal to install between 1 and 3 gigawatts (GW) of offshore wind capacity by 2030, as outlined in the “Roadmap for the Development of Offshore Wind and Marine Energy in Spain.” This plan prioritizes floating technologies to adapt to the characteristics of Spain’s coastline.

The assessment of these three new projects reflects Spain’s commitment to diversifying its energy mix, reducing emissions, and strengthening its leadership in the European energy transition
