According to data from Terna, the company that manages the national transmission network, in February, Italy’s electricity demand amounted to 24.9 billion kWh, a decrease of 2.1% compared to the same period in 2024. When the demand data is compared with February of last year, a leap year, and adjusted for the effect of one less working day (20 instead of 21) and a lower average monthly temperature of 1.5°C, the sign changes and the result is +0.6%.
Regionally, the adjusted variation for February was slightly positive in the North and Central regions (+0.8%) and stable in the South and the Islands.
In the first two months of the year, the national demand, adjusted for the leap year comparison, shows a +1% change (-0.5% for the raw data).
The IMCEI index, developed by Terna, which examines the electricity consumption of energy-intensive industries, fell by 8.4% compared to February 2024 (-6.1% for the adjusted variation). All sectors showed a negative variation. The first two months of the year recorded a decrease of 5.5% compared to the same period in 2024.
In seasonal terms, the value of electricity demand, seasonally adjusted and corrected for calendar effects and temperature, showed a slight decrease compared to January 2025 (-0.5%). The IMCEI index also showed a negative result, down by 2.5%.
The IMSER index, compiled by Terna based on monthly electricity consumption data provided by some distribution network operators (E-Distribuzione, UNARETI, A-Reti, Edyna, and Deval), and which is published two months after the electricity and industrial consumption data, recorded a positive variation of 4.6% in December 2024 compared to December 2023. Overall, in 2024, the change compared to 2023 was a 4% increase.
Returning to Terna’s monthly report, in February 2025, Italy’s electricity demand was met 83.7% by domestic production, with the remaining 16.3% covered by the balance of energy exchanged with abroad. The monthly foreign balance was 4.1 TWh, a 33.6% decrease compared to the record value recorded in February 2024 (6.1 TWh).
Specifically, net national production amounted to 21 billion kWh. Renewable sources covered 29.1% of the electricity demand. The photovoltaic (+10.4%) and thermal (+21.3%) sources increased, while hydro (-7.5%), wind (-44.4%), and geothermal (-6.2%) sources decreased. In detail, the decline in coal production continues: -42.3% compared to the same period last year.
In 2025, renewable capacity in operation increased by 820 MW. This value is 512 MW (-38%) lower than the same period last year.
As of February 28, 2025, Italy had 13,480 MWh of storage capacity, corresponding to 5,811 MW of nominal power, for about 761,000 storage systems.
