In the resolutions published in the Official State Bulletin (BOE) on December 4, 2024, the Ministry for the Ecological Transition and the Demographic Challenge (MITECO) rejected the prior administrative authorization for five major photovoltaic projects, which together accounted for 519.38 MW of installed capacity.

According to Energía Estratégica España, the files outline a series of reasons, highlighting environmental impact issues, territorial incompatibilities, and deficiencies in technical planning.

La Vega Photovoltaic Solar Park (91 MW)
Promoted by Dos Grados Capital, it was planned in the Community of Madrid. The resolution mentions that the Environmental Impact Statement (DIA) identified significant adverse impacts on the environment, including effects on local fauna and irreversible alterations to the landscape. Furthermore, the proposed corrective measures were deemed insufficient to mitigate these impacts.

GR Avutarda Photovoltaic Park (99.85 MW)
Proposed by Grenergy in the province of Guadalajara, this project had an initial configuration that, according to the DIA, was not environmentally viable due to habitat fragmentation and risks to biodiversity. Affected areas included protected spaces, complicating the project’s viability.

GR Sisón Photovoltaic Park (99.85 MW)
Also promoted by Grenergy, it covered land in Guadalajara and the Community of Madrid. This project shared evacuation infrastructure with GR Avutarda, exacerbating the environmental problems outlined in the resolutions. Among the objections, potential impacts on protected species and the disruption of the ecological balance in the area were included.

Peñalara Solar Photovoltaic Park (94 MW)
Planned by Catalpa Solar in the province of Toledo, the promoter chose to withdraw the project before completing the public information process. The withdrawal, as detailed in the resolution, occurred after significant incompatibilities in land use and difficulties in meeting the required technical specifications were detected.

Prado Gris Photovoltaic Solar Park (134.68 MW)
Proposed by Statkraft in Toledo, this project received an unfavorable DIA that highlighted adverse environmental impacts, particularly regarding local flora and fauna. Additionally, insufficient mitigation measures were noted, leading to the rejection of the project.
