Brazil has opened a public consultation on the draft tender rules for its upcoming 2026 electricity transmission auction, signalling continued investment in grid expansion and system reliability across Latin America’s largest power market.
The board of directors of the National Electric Energy Agency (ANEEL), Brazil’s electricity regulator, is inviting contributions from stakeholders on the draft terms of Transmission Auction No. 4/2026.
The auction covers projects with estimated investments of around BRL 11.3 billion (approx. USD 2.2 billion) and aims to expand and reinforce the backbone network of the National Interconnected System (SIN), the country’s main power grid.
In total, the tender includes:
- 2,069 km of new transmission lines
- New substations and grid infrastructure
- 13,564 MVA of transformation capacity
- Critical equipment to improve grid reliability and system stability
According to ANEEL, the construction phase is expected to generate approximately 28,900 direct and indirect jobs. Project completion timelines range from 36 to 60 months from the signing of concession agreements.
The projects are distributed across seven states—Bahia, Goiás, Mato Grosso do Sul, Paraíba, Paraná, Rondônia and São Paulo—supporting grid integration and transmission capacity in key regions.
Feedback received during the consultation process will be reviewed by ANEEL and may inform adjustments to the final tender documents. The revised version will then be submitted to the agency’s board and subsequently to the Federal Court of Accounts (TCU) for approval.
Public Consultation No. 006/2026 will be open from 9 April to 25 May 2026. Stakeholders may submit contributions via email to [email protected]. The draft documents and related materials will be published under the corresponding consultation section.
Recent precedent: strong results in earlier 2026 auction
Earlier this year, ANEEL awarded its first transmission auction of 2026, delivering robust results for Brazil’s power sector and reinforcing investor confidence in regulated transmission assets.
All five lots offered were awarded, with CYMI Brasil, ENGIE and Enind Engenharia emerging as the main winners.
The auction mobilised approximately BRL 3.3 billion in investments, spanning 11 states and further strengthening the expansion of the national grid.
The process also stood out for its tariff efficiency. The awarded Annual Permitted Revenue (RAP)—a key regulatory metric defining transmission revenues—recorded an average discount of 50.69% compared to the ceiling price. This translates into estimated savings of BRL 7.6 billion for consumers over the duration of the contracts.
Key project highlights included:
- 798 km of new transmission lines
- Expansion of 2,150 MVA in capacity
- Addition of 1,290 MVAr in reactive power compensation
- Nearly 8,500 direct jobs expected during implementation
Projects were spread across Bahia, Ceará, Mato Grosso, Minas Gerais, Pará, Paraná, Rio de Janeiro, Rio Grande do Norte, Sergipe, Santa Catarina and São Paulo, with execution timelines ranging between 42 and 60 months depending on project complexity.
