Aelēc believes greater clarity, coherence, and transparency regarding the events surrounding the April 28 blackout are essential. The electricity sector and the public still lack an official, detailed explanation of what happened.
Aelēc reported on May 20 that voltage problems were detected before the incident occurred on the day of the blackout. These problems were subsequently ruled out by REE that same day. However, on May 22, REE stated that some generating plants allegedly failed to comply with their voltage control functions.
Given all this, Aelēc reiterates that key data on an electrical system that belongs to all citizens should not be confidential, especially if, at the same time, biased messages are being circulated in forums and the media. REE should share the information with all stakeholders involved and, for the sake of an optimal resolution of the facts, it would be advisable for it to stop issuing public judgments that only result in confusion and hinder the process of an objective technical analysis.
Aelēc also wishes to make it clear that the associated companies have not identified any faults in their facilities. The disconnections occurred automatically, as established by the electrical regulations, in the face of a serious situation of grid instability. In other words, the protection systems acted as they should.
Furthermore, the Aelēc partner plants followed REE’s instructions at all times and acted in accordance with current regulations regarding voltage control. This blackout should be an opportunity to review procedures and strengthen coordination within the electrical system.
But this will only be possible if everyone involved acts responsibly and transparently. We cannot move forward without data, nor can we clarify what happened without opening the debate to all those with the technical capacity to analyze it.
Ultimately, at aelēc we request that REE share the technical data of the incident with system officials and the scientific community; and that the analysis carried out be open, rigorous, and transparent.
