Six companies have been prequalified to submit financial bids for the first package of power transmission projects under Peru’s 2025–2034 Electricity Transmission Plan, representing an estimated investment of USD 252 million.
According to Agencia de Promoción de la Inversión Privada (PROINVERSIÓN), the projects are part of a broader portfolio of 18 initiatives commissioned by Peru’s Ministry of Energy and Mines (MINEM). The full package, structured into four groups, is valued at over USD 900 million and is scheduled for award between 2026 and 2027.
Prequalified bidders
The companies authorised to proceed to the final stage are:
-
Celeo Redes
-
Cobra Instalaciones y Servicios
-
Engie Energía Perú
-
Alupar Perú
-
Concesiones Peru Holdings Transmisión I
-
Pluz Energía Perú
These firms will compete on a lowest-tariff basis, with the contract to be awarded to the bidder offering the lowest total service cost.
Scope of Group 1 projects
Group 1 comprises four transmission projects designed to benefit approximately 1.6 million people across the regions of Piura, Lambayeque, Junín and Ayacucho. The initiatives are expected to enhance grid reliability, comply with N-1 security criteria and facilitate the integration of renewable energy—particularly wind power—into Peru’s national grid.
The projects include:
-
500 kV Miguel Grau – Pariñas transmission line and 500/220 kV Pariñas substation, plus associated expansions
This project will improve system reliability in Talara/Pariñas and Tumbes, while increasing evacuation capacity for renewable energy resources (RER), particularly wind generation in the Pariñas area. -
220 kV Felam – Tierras Nuevas – Salitral transmission lines (ITC Project)
Designed to strengthen reliability at 220 kV and 60 kV in Tierras Nuevas – Pampa Pañalá and Motupe – Olmos, under the N-1 contingency criterion. -
New 220/60 kV Palián substation and associated transmission links (ITC Project)
This development will reinforce the 220 kV network in Huancayo, ensuring N-1 compliance and increasing supply capacity through a new injection point. -
220 kV Muyurina – Mollepata transmission line (ITC Project)
Intended to enhance 220 kV system reliability in the Ayacucho region under N-1 operating conditions.
Contract model and timeline
The award for Group 1 is scheduled for mid-May 2026. The selected concessionaire will be responsible for the design, financing, construction, operation and maintenance (DBFOM model) of the assets.
These projects will reinforce the reliability of Peru’s National Interconnected Electric System (SEIN), enable higher penetration of renewable energy and ensure secure and efficient electricity supply in strategic regions.
With this milestone, PROINVERSIÓN continues to advance its electricity sector tender schedule, strengthening a project pipeline aimed at mobilising private investment in grid infrastructure, supporting job creation and underpinning Peru’s long-term economic growth.
