The Romanian Ministry of Energy, in partnership with C.N.T.E.E. Transelectrica S.A., has announced the launch of the third auction under the State Aid Scheme in the form of Contracts for Difference (CfD). This mechanism aims to promote the generation of electricity from renewable energy sources, specifically onshore wind and solar photovoltaic.
The auction will take place between October 21 and 25, 2025, as part of the framework established by Government Decision No. 318/2024, which defines the general rules for implementing and operating the CfD mechanism for low-carbon technologies.
The main objective of this third CfD round is to provide operational support for 290 MW of new onshore wind generation capacity. The maximum strike price allowed under this round is 80 EUR/MWh. Participants must submit a technical offer demonstrating compliance with the eligibility criteria for both the applicant and the proposed project, including installed capacity and target commissioning date, as well as a financial offer specifying the bid strike price in EUR/MWh.
The CfD scheme has an estimated total budget of three billion euros, financed through the Modernisation Fund and the National Recovery and Resilience Plan (NRRP). Evaluation and management of applications will be carried out by C.N.T.E.E. Transelectrica S.A., acting as the CfD Scheme Operator, in accordance with the rules of the competitive bidding procedure.
The indicative timeline of the process includes the launch of the tender between October 21 and 25, the deadline for submission of applications on November 14, opening of technical offers on November 17, notification of results on November 24, opening of financial offers on December 2, publication of the winning applicants and ministerial approval on December 8, signing of CfD contracts between December 18 and 22, and submission of the bank guarantee letter by January 20, 2026.
