MITECO drives over 700 MW of renewables with new environmental resolutions

In the last week of August, projects by Statkraft, Naturgy, Enel, Elawan and Villar Mir were approved, while two wind farms promoted by Forestalia in Zaragoza were rejected.

During the final week of August, the Ministry for the Ecological Transition and the Demographic Challenge (MITECO) issued a series of resolutions that represent a significant step forward in the environmental permitting of renewable energy projects in Spain.

In total, solar, hybrid, storage and hydroelectric projects were authorised, exceeding 700 MW of installed capacity, reinforcing the energy transition in several regions of the country.

Among the most notable initiatives is the FV Pinea solar PV plant, promoted by Statkraft, with 150 MW of capacity in the province of Cáceres, which received a favourable environmental impact statement. Likewise, Elawan Energy progressed with its hybrid projects Derramador and Fuente-Álamo, located in Albacete, which also obtained positive environmental reports.

Naturgy received favourable assessments for two facilities: PFVH Teso Pardo, with 39 MW in Valladolid, hybridised with the Teso Pardo wind farm of 36.3 MW, and PFVH Mirabel, with 28.2 MW, linked to the Mirabel wind farm of 26.4 MW. In addition, the company obtained authorisation for the FV El Almendro project, with 36 MW in Huelva, to be hybridised with the wind farm of the same name.

For its part, Enel Green Power achieved significant regulatory progress. The Carbo solar PV plant, with 81.4 MW in Córdoba, was declared to be of public utility, and preliminary authorisations were granted for three storage projects: Beturia (38.5 MW), Cincinato (38.5 MW) and Nertobriga (38.5 MW), all in Badajoz, to be integrated into existing solar plants.

Meanwhile, Extremadura Equity Investments obtained administrative authorisation for Solaben PV6, a solar PV module of 6 MW to be hybridised with the Solaben 6 solar thermal plant of 50 MW, in Cáceres.

The storage segment also advanced with authorisation granted to FRV Solar for the Serván 6, 7 and 8 modules, totalling 18.8 MW of capacity, connected to PV plants of 42.3 MW in Badajoz.

In the hydro sector, the Los Guájares reversible hydro plant, promoted by Villar Mir, received a favourable environmental impact statement for a capacity of 356.8 MW in the province of Granada, consolidating its position as one of the most powerful projects of the week.

Not all the resolutions were positive. MITECO rejected applications from Forestalia for the wind farms Epona (49 MW) and Electra (56 MW), both in Zaragoza, halting their development.

Overall, these resolutions show strong regulatory momentum towards solar PV and hybrid projects with storage, supported by large hydroelectric infrastructures, which continue to define the path of Spain’s energy transition.
