The Council of Ministers, at the request of the Ministry for Ecological Transition and the Demographic Challenge (MITECO), has agreed to the urgent administrative processing of a royal decree containing measures to strengthen the electricity system. This will be subject to the corresponding public hearing and information process in the coming days.
The provisions of the upcoming regulatory draft correspond to measures included in Royal Decree-Law 7/2025, which can be enacted with lesser regulatory scope and are necessary to increase the resilience of the electricity system and respond to the risks and opportunities of the ecological transition.
These measures include promoting industrial activity by preventing speculation on access and connection rights to the electricity grid for energy-intensive projects, establishing their expiration five years after granting them or linking them to a specific activity.
Other measures included in the regulatory proposal include the transposition of European regulations regarding the repowering of facilities and the establishment of deadlines for distributors’ responses to processing new requests, especially relevant for electric vehicle charging stations.
The urgent processing of the future royal decree will reduce the established deadlines by half.
