Ten regional associations and clusters representing the entire value chain of Spain’s renewable energy sector have jointly sent a letter to all parliamentary groups in the Congress of Deputies expressing their support for Royal Decree-Law 7/2025, whose ratification will be debated and voted on in the Lower House on 22 July.
The signatory associations, which encompass the renewable energy value chain throughout the country, consider that the regulation introduces long-awaited technical measures aimed at ensuring the stability of the electricity system, facilitating the integration of renewable energies, and accelerating the energy transition in Spain. They highlight that these measures will guarantee an affordable power supply for both citizens and businesses, delivering clear benefits for Spanish society as a whole.
Among the key provisions, RDL 7/2025 enables renewable technologies to contribute directly to grid balancing, speeds up infrastructure planning and repowering, promotes the development of energy storage to optimise energy management, and improves conditions for shared self-consumption. It also updates the milestone system to provide greater legal certainty and predictability for renewable energy projects.
The signatory organisations stress that ratifying the Royal Decree-Law is crucial for building a robust and competitive energy system. They warn that rejecting the decree would deter investment, hinder access to clean and affordable energy, and increase vulnerability to future energy crises—such as the one experienced in Europe following the invasion of Ukraine, which exposed dependency on external sources and gas price volatility. For this reason, they call on the institutional responsibility of public representatives and urge them to support the regulation, describing it as both strategic and essential for consolidating Spain’s industrial and technological leadership.
“This regulation is the result of years of calls from the Spanish renewable energy sector, which requires a stable and predictable framework to consolidate our role as an international benchmark in the energy transition,” stated Iker Chasco, Managing Director of Enercluster and one of the letter’s initiators. “It is highly significant that ten regional renewable energy entities, spread across the territory and working closely with institutions and industry, have united in support of this Royal Decree-Law. These are measures that will not only help prevent blackouts like the one experienced last April but also ensure that households and businesses benefit from stable and economically efficient energy.”

Joint Declaration of the Regional Energy Clusters in Support of Royal Decree-Law 7/2025
The undersigned regional associations and clusters, representing the renewable energy value chain across Spain, hereby express our strong support for Royal Decree-Law 7/2025, whose ratification will soon be voted on in the Congress. This regulation introduces long-demanded technical measures and constitutes a decisive step in reinforcing the electricity system, advancing the energy transition, and consolidating our energy sovereignty in a complex international context.
Royal Decree-Law 7/2025 introduces a package of structural reforms and highly technical solutions essential for ensuring system stability and facilitating the integration of renewable energy. Among other provisions, it enables renewable technologies to directly support grid balancing, expedites the planning of transmission infrastructure, drives the development of storage solutions to optimise energy management, and accelerates repowering procedures for existing facilities. Additionally, it updates the milestone framework to provide greater legal certainty and predictability for projects and improves the conditions for shared self-consumption, thus bringing the benefits of the energy transition closer to citizens and businesses.
The ratification of this Royal Decree-Law is essential for continued progress towards a robust and competitive energy system. Its rejection would stall investment, deny citizens access to affordable and clean energy, increase vulnerability to future energy and geopolitical crises, and significantly undermine momentum in the energy transition.
For all these reasons, we appeal to the institutional responsibility of public representatives and call for their support in ratifying Royal Decree-Law 7/2025. This is a technical and strategic regulation, necessary to consolidate our country’s industrial and technological leadership and to ensure an economically efficient and sustainable energy system for the benefit of Spanish society as a whole.
