Italy adjusts deadlines and incentives to meet 900 MW agrivoltaic target by 2026

The Ministry of Environment and Energy Security revised the agrivoltaics framework under the NRRP, aiming to install at least 900 MW of capacity by mid-2026. The update introduces extended timelines, new operational definitions, and broader eligibility conditions to streamline project execution.

Italy is reinforcing its commitment to agrivoltaics by revising the National Recovery and Resilience Plan (NRRP), introducing key adjustments to enable the achievement of 900 MW of installed capacity by June 30, 2026.

With the ministerial decree dated June 19, 2025, the Italian government outlines new technical and administrative conditions to expedite project implementation under Mission 2, Component 2 (M2C2), Investment 1.1 of the NRRP. This initiative supports the development of agrivoltaic systems that integrate agricultural production with solar power generation without compromising land use.

“System installation is considered complete once registered in the GAUDI platform, which serves as definitive proof of compliance with NRRP objectives,” the decree states.

Regulatory changes to accelerate deployment

The Ministry amended the original decree of December 22, 2023, incorporating operational clarifications, including a formal definition of installation date and new deadlines for construction and commissioning.

Eligible projects must complete installation by June 30, 2026. Commissioning can occur up to 18 months later, with a 0.5% monthly tariff penalty for delays, capped at nine months.“Failure to meet the commissioning deadline will result in progressive reductions in financial benefits,” the decree specifies.

Final expenditure reporting must be submitted by October 31, 2026, with all eligible costs documented through bank transfers and verified documentation.

Alignment with NRRP and REPowerEU

This revision is part of the fifth update to Italy’s NRRP, which includes Chapter “Mission 7” under the REPowerEU program. The changes aim to align national requirements with European Commission guidelines, removing ambiguities and harmonizing legal language.}

“The proposal received a positive assessment from the European Commission as part of the May–June 2025 review process,” the document notes.

The adjustments also clarify compliance with milestones M2C2-44 and M2C2-45, covering contract awards and the installation of at least 900 MW in experimental agrivoltaic systems.

Incentives and financing conditions

According to Legislative Decree 199/2021, projects may access grants and loans, provided they meet specific criteria and maintain agricultural land use.

The revised rules also allow compatibility with other feed-in tariff incentives, enhancing project bankability. Notably, the decree extends the applicability of the new rules to projects submitted prior to its entry into force.

“The aim is to remove interpretative barriers that hinder plan execution and ensure objectives are met within NRRP deadlines,” the Ministry explains.

Monitoring compliance through the GAUDI system

A key component of this framework is the GAUDI national registry, which officially records energy systems. Only systems registered in GAUDI will be recognized as compliant with NRRP targets.

With these regulatory updates, the Italian government seeks to ensure that agrivoltaics not only scale up but also operate with traceability and efficiency, reinforcing their role in the country’s green transition.
