Spanish Government gives green light to 780 MW of renewables: OPDEnergy, Iberdrola and Capital Energy among key players

The Ministry for the Ecological Transition and the Demographic Challenge has approved ten renewable energy generation initiatives totalling 780.16 MW, with a strong focus on photovoltaic technology.

Over the past seven days, the Official State Gazette (BOE) published key resolutions endorsing the development of ten new renewable energy projects in Spain, with a combined capacity of 780.16 MW.

According to data collected by Strategic Energy Europe, authorised photovoltaic projects account for 655.2 MW, followed by 100.92 MW in hybrid wind-solar developments and 24.04 MW in energy storage. The resolutions cover various administrative procedures, including environmental impact statements, public utility declarations, and construction permits.

Among the most significant projects is the “Pagos de Sierra” photovoltaic plant, promoted by InfraRed Iberia, with a planned capacity of 210 MWp, to be located in the province of Huelva. The project received a favourable environmental impact statement on 16 May.

Another major initiative is “Arada Solar”, developed by Statkraft, with 153.78 MW of authorised capacity. Located across eight municipalities in Castellón province, the project received a corrective administrative resolution, confirming its regulatory progress.

OPDEnergy is advancing two projects with favourable resolutions. The “Las Campaneras” solar plant in Valladolid, with a capacity of 50.1 MW, was granted public utility status. Meanwhile, the “La Fernandina” energy storage facility, rated at 24.04 MW, will be hybridised with an existing solar plant in Mérida (Badajoz), following a positive environmental impact report.

In Castilla y León, Capital Energy is progressing with its hybrid “Desma” complex—a combination of a 27.12 MW wind farm and a 32.075 MW photovoltaic installation, to be deployed across ten municipalities in Burgos. The resolution published on 20 May authorises its construction and grants it public utility status.

The company Grenergy also received authorisation for “GR Bisbita”, a 63.84 MW solar project in the Community of Madrid, including modifications and construction approval. Similarly, EDP Renovables is moving forward with its “Morata I” project, totalling 51.58 MW, spanning Toledo and Madrid, which has also secured a public utility declaration.

In País Vasco, a joint venture between Iberdrola and the Basque Energy Agency (EVE) obtained an environmental impact statement for the “FV Ekienea” solar park, with 125.9 MWp, to be located in Armiñón (Álava).

Two additional hybrid projects featuring wind components complete the list. Elawan submitted “Escuderos IV”, a 28.8 MW wind unit to be hybridised with an existing solar plant in Cuenca. Meanwhile, Naturgy is promoting the hybrid “Los Pedreros” park, with an additional 45 MW of wind power in Albacete. Both projects received favourable environmental assessments.

These initiatives are set to be developed across Castilla y León, Castilla-La Mancha, the Community of Madrid, Andalusia, Galicia, the Basque Country, the Valencian Community and Extremadura, reinforcing a geographically diversified renewable energy transition in Spain.
