227 MW of renewables approved and 428 MW rejected in the last week in Spain

The BOE resolved 655 MW of energy projects: the declaration of public utility for Verbund AG stood out, while Forestalia faced the rejection of more than 238 MW in wind power.

227 MW of renewables approved and 428 MW rejected in the last week in Spain

During the third week of June, the Ministry for the Ecological Transition and the Demographic Challenge published resolutions in the Official State Gazette (BOE) regarding 655.65 MW of renewable energy capacity.

Of the total processed, 227.63 MW were approved through various administrative procedures, while 428.02 MW were rejected or withdrawn, mostly wind power projects.

Among the most significant developments is the declaration of public utility for the PFV Volateo Solar project, with 138.23 MW, promoted by Verbund AG in Málaga. This resolution strengthens the Austrian company’s presence in the Spanish market.

In addition, two positive environmental impact reports were issued: the Xescabarex wind farm, with 75 MW, promoted by Ciguas Energy in Lugo, and the Escuderos II wind generation module, with 14.4 MW, by Elawan Energy in Cuenca, hybridised with a pre-existing 48.29 MW solar plant.

In contrast, Forestalia faced a wave of regulatory setbacks. The Directorate-General for Energy Policy and Mines rejected nine applications for wind installations in Aragón, Catalonia, and Castilla y León, with a total of 238 MW denied. Notable among these are the Orion (42 MW), Escudo (35 MW), Pavo (42 MW), Sigma (49 MW), and Tau (42 MW) projects.

Additionally, the application from Proasego (Grupo Sener) was rejected for the Solgest-1 plant, a 138.98 MW hybrid thermosolar-photovoltaic proposal located in Seville.

Ciguas Energy and Elawan Energy also achieved key regulatory progress, reinforcing a trend towards technology hybridisation and the strengthening of projects in northern Spain.

The analysis by technology shows a clear dominance of solar photovoltaic in the approvals, with 138 MW, followed by wind power with 89.4 MW. In contrast, rejections were exclusively concentrated in wind power projects.
